Philippines seeks consultants for 43-MW Balog Balog irrigation project

On behalf of the Philippines government, a World Bank unit invites expressions of interest from consultants to provide legal, economic, and technical assistance to develop the Balog Balog irrigation project, including a 43-MW hydroelectric project. Responses to three separate solicitations are due August 24.

The Philippines Department of Agriculture is working with the Land Bank of the Philippines and the World Bank's International Finance Corp. (IFC) to advance the irrigation project in Tarlac Province on a public-private partnership basis. Significant hydro project work has been under way in the Philippines.

The government seeks a legal consultant to advise and support IFC in structuring Balog Balog as a public-private partnership. The consultant is to draft all tender documents, advise on bidding criteria, and help implement the bidding process.

In a separate solicitation, the government seeks an economic consultant to perform an economic analysis of the project.

A third solicitation calls for a technical consultant to define project scope and validate technical parameters including hydropower facility design.
