U.S. extends governor control replacement bidding for 84-MW St. Stephen

The U.S. Army Corps of Engineers has extended the deadline for bids to replace the governor control system of the 84-MW St. Stephen hydroelectric project at St. Stephen, S.C. Bids now are due Aug. 9.

The Corps previously called for bids by July 26. The Corps' Charleston District seeks bids from small businesses to supply, install, and commission new governor system "human-machine interface panels" for St. Stephen, which has three hydro generators, each controlled by a GE/Woodward Micro-Net System.

The Corps said the Micro-Net Systems interface with Xycom Automation Model 3512T touch screen panels, which provide status as well as an interface for local control of the governor system. It said the panels currently use Windows NT as an operating system and employ Fix32 control software. The agency said multiple failures have occurred in the current panels, all three of which are to be replaced.

A solicitation notice may be obtained from the Federal Business Opportunities Internet site, www.fbo.gov, by entering Solicitation No. W912HP11T0010 in the "Keyword/Solicitation #" box.
