U.S. seeks switchgear retrofill bids for 19.5-MW Headgate Rock

The Bureau of Reclamation seeks bids to retrofill low-voltage station service switchgear at the Bureau of Indian Affairs' 19.5-MW Headgate Rock Dam in Arizona. Bids are due June 30.

Reclamation previously expected to issue a solicitation in late April with bids to be due in May. In March, it invited firms to submit statements of capability to perform a retrofill, replacing existing breakers, operating controls and other components, specially designed so that they fit within existing racks. The agency also collected information last year from vendors on proposed rehabilitation of the 480-volt switchgear.

Reclamation said the switchgear has two ABB LKE 1600 electrically operated main circuit breakers. One of the two was replaced with an ABB RMAX 1600-amp, low-voltage roll-in circuit breaker. During testing conditions of the RMAX and subsequent re-installation of an LKE 1600, Reclamation said its switching guidelines were not followed and cubicle safety devices malfunctioned allowing a closed breaker to be installed resulting in breaker and cubicle damage and flash burn injuries to a Reclamation electrician. It said there is concern about a possible design flaw with the circuit control system and cubicle safety devices.

The bureau seeks state-of-the-art solutions in circuit breaker technology for replacement of circuit breakers and associated cubicle/cradle hardware to increase the safety of racking operations and to mitigate arc flash hazard. It will not consider either reconditioning or remanufacturing of the existing equipment.

A contractor would be required to furnish all labor, equipment, materials, and incidentals to design, manufacture, and install all retrofill components within an allotted outage period. The work is expected to cost between $250,000 and $500,000.
