Nile Lakes states seek environmental-social review of 60-MW Rusumo Falls

Nile Equatorial Lakes states invite expressions of interest from consultants to conduct an independent review of environmental and social studies of the 60-MW Rusumo Falls hydroelectric project on the Kagera River. Responses are due May 27.

The Nile Equatorial Lakes Subsidiary Action Program (NELSAP) of the Nile Basin Initiative (NBI) recruited consultants in 2010 to serve as project manager for the preparation phase of Rusumo Falls, now described as between 60 and 90 MW.

NELSAP states now include Burundi, Democratic Republic of Congo, Egypt, Kenya, Rwanda, Sudan, Tanzania, and Uganda. Burundi, Rwanda, and Tanzania are preparing the Rusumo Falls project, which will be located on the border of Rwanda and Tanzania and will create a 386-square-kilometer reservoir extending into all three countries and transmission lines interconnecting the three countries.

NELSAP currently invites expressions of interest to undertake an independent and comprehensive review of the environmental and social studies developed by two project preparation consultancies. SNC-Lavalin studied the power plant, dam, and reservoir, while Fichtner/RSWI studies the transmission lines. The consultant is to prepare a final synthesized report meeting requirements of the World Bank and the African Development Bank for safeguards documents and suitable for public disclosure.

Expressions of interest are due by 4 p.m. Rwanda time May 27 to the address below, labeled "Consultancy for Independent Review and Synthesis of the Environmental and Social Studies for the Proposed Regional Rusumo Falls Hydroelectric and Multi-purpose Project."
