Latin bank seeks studies of 104-MW Patuca 3 in Honduras

The Inter-American Development Bank (IADB) invites expressions of interest from consultants to perform social and environmental studies of the 104-MW Patuca 3 hydroelectric project, to be built on the Patuca River in Honduras. Responses are due June 8.

State utility Empresa Nacional de Energia Electrica (ENEE) said in January that first stage construction of Patuca 3 was beginning. Patuca 3 hydro plant test operations are scheduled to begin October 2013, with commercial operation in 2014.

IADB seeks consultants to perform additional social and environmental studies and an environmental management plan for Patuca 3 in order to comply with the bank's social and environmental safeguard policies.
Patuca 3 is to have a 57-meter-tall concrete gravity dam downstream from two Patuca tributaries, the Guayape and Guayambre rivers, in eastern Honduras. The powerhouse is to have two vertical Kaplan turbines operating under a head of 43.5 meters.

Taiwan Power Co. is to design, finance, construct, and operate the US$263.9 million project on a build-operate-transfer basis. At the end of a 25-year concession, the project, also called Piedras Amarillas, is to transfer to ENEE. ENEE owns hydroelectric projects totaling 464.4 MW and is advancing several other projects including Patuca 3.

Expressions of interest, of 15 pages in English or Spanish, are due in electronic pdf format by e-mail to the address below by June 8. Questions may be submitted to the same e-mail address through June 1.
