Sri Lanka seeks national power system control center, SCADA system

Sri Lanka's Ceylon Electricity Board (CEB) seeks bids for construction and completion of CEB's new National System Control Center and SCADA system to operate its hydro and thermal electricity system. Bids are due April 20.

With funding from the Asian Development Bank, CEB seeks to improve electricity services, including support for renewable energy that is to add hydropower to the national grid. CEB awarded a contract in 2010 to China National Electric Equipment Corp. to build the 35-MW Broadlands project on Sri Lanka's Kelani River.

CEB now seeks bids to build a new system control center equipped with a new supervisory control and data acquisition/energy management system (SCADA/EMS) for hydro-thermal power systems of about 2,500 MW of maximum demand. CEB recruited consultants in 2008 to help develop the system.

Work includes completing plant interface works in about 100 grid substations (132 kilovolt and above) and power plants including about 40 new remote terminal units. The contract also is to include establishment of a system-wide telecommunications network linking each substation and power plant to the control center using optical multiplexers and digital power line carrier units. Work also includes design of SCADA and EMS applications as well as design and construction of the control center building.

Bidding documents, in English, may be obtained from the first address below until April 18. The fee for documents obtained on site is 20,000 rupees (US$182) by cash or bank draft to Ceylon Electricity Board. The fee for requesting delivery of documents (labeled "System Control Center Modernization Project: Package A - Construction of National System Control Center and Installation of SCADA and Communication Systems,") is 25,000 rupees (US$227) for domestic delivery or US$300 for foreign delivery by bank draft to CEB.
