Mozambique again seeks outlet rehab at Massingir Dam

Mozambique's water directorate again invites applications for pre-qualification to rehabilitate the bottom outlet works of Massingir Dam on Mozambique's Olifants River. Responses are due May 20.

Massingir's outlet pipes ruptured in 2008, a year after US$60 million in dam rehabilitation work had been completed with funding from the African Development Bank. Direccao Nacional de Aguas (DNA) previously pre-qualified bidders for the work in 2009. In February, it recruited firms to build an auxiliary spillway for Massingir.

The emergency rehabilitation project is intended to prevent the dam's total collapse in the event of a heavy downpour. It also is to improve the dam's operational efficiency, improving food production and living standards of area farmers in Southern Gaza Province.

The dam's original leakage, which began within months after the dam was completed in 1977, prevented the reservoir from holding more than 40 percent of its capacity. That reduced irrigation potential 60 percent and delayed a plan to build a 40-MW hydropower plant. Upon completion of the leakage repairs the reservoir was refilled until the rupture of Massingir's outlet pipes in May 2008.

To qualify for the work, DNA said firms must have performed similar work including large diameter steel tunnel liner fabricated and installed in enclosed spaces; pumped concrete encasement; related contact and gravity grouting; in-situ application of corrosion protection; fabrication, installation, and rehabilitation of large radial gates, hydraulically controlled operating systems, stoplogs, lifting beams, and gantries; reinforced concrete work; and dam seepage control systems.
