U.S. seeks dewatering for dam safety work at Utah's 4.5-MW Echo Dam

The Bureau of Reclamation seeks bids for dewatering services to enable excavation for a dam safety project at 4.5-MW Echo Dam on Utah's Weber River, 42 miles southeast of Ogden. Bids are due Feb. 8.

The bureau previously expected to take bids about Jan. 19 as part of its Safety of Dams Program. The agency said in August it would begin drilling and installing numerous dewatering and observation wells at Echo Dam to lower the groundwater table in the area immediately downstream of the dam to accommodate seismic retrofit work.

Echo Dam is a 158-foot-tall zoned earthfill structure that was constructed between 1927 and 1931 as part of the Weber River Project to help supply supplemental irrigation water to 109,000 acres west of the Wasatch Mountains. The dam is operated by the Weber River Water Users Association.

Work to lower the groundwater table will facilitate planned excavation downstream to replace potentially liquefiable materials in the dam foundation with stronger and denser material.

Reclamation's Upper Colorado Region seeks a contractor to furnish and install a complete dewatering system to pump groundwater from 15 government-furnished wells for dewatering the downstream foundation of Echo Dam. Dewatering is to be provided during excavation to be performed under a separate contract that is still to be solicited.

Valued at between $1 million and $5 million, the dewatering work is to be performed 24 hours a day, seven days a week during excavation, expected to be complete by February 2013.

A solicitation notice may be obtained from the Federal Business Opportunities Internet site, www.fbo.gov, by entering solicitation No. R11PS40004 in the "Keyword/Solicitation #" box.
