Africa agency seeks consultants to help develop 145-MW Ruzizi 3

Energy of the Great Lakes Countries (EGL) invites expressions of interest from consultants to advise the agency on developing the 145-MW Ruzizi 3 hydroelectric project on the Ruzizi River in East Africa. Responses are due February 11.

EGL seeks consultants on behalf of the economic community of Great Lakes countries, Communaute Economique des Pays des Grands Lacs (CEPGL), which includes Burundi, Rwanda, and the Democratic Republic of Congo (DRC). The European Investment Bank recruited consultants in 2008 to support hydropower development in the Great Lakes Region of East Africa, including Ruzizi 3 and the proposed 205-MW Ruzizi 4.

EGL currently seeks consultants to give assistance and advice to EGL throughout the process of developing the run-of-river Ruzizi 3 on the border of DRC and Rwanda and the management of the Ruzizi Cascade for about 18 months. Existing projects on the Ruzizi are 28.2-MW Ruzizi 1 and 40-MW Ruzizi 2.

Ruzizi 3 is to be developed through a build-operate-transfer concession to be awarded jointly by DRC and Rwanda. About half of the financing is to be provided by development institutions under a public-private partnership structure.

The two-phase consultancy includes a six-month Phase 1 in which a preferred investor is to be selected. Phase 2 includes negotiations leading to signing of an agreement between EGL and the investor.

Expressions of interest and qualifications are due to the address below by 5 p.m. February 11. Submissions are to mention "Advisers to EGL for the Development of the Ruzizi III Regional Hydro Project."
