PJM Interconnection filed with FERC an executed, revised interconnection service agreement  with Mattawoman Energy and interconnecting transmission owner Potomac Electric Power Co., (Pepco) plus two executed interconnection construction service agreements with Pepco and with Virginia Electric and Power Co.

The Mattawoman ISA supersedes the ISA entered into among PJM, Mattawoman and Pepco, designated as Service Agreement No. 4095, with an effective date of June 1, 2015, filed with and accepted by the commission last year.

The Pepco ICSA supersedes the ICSA entered into among PJM, Mattawoman and Pepco, designated as Service Agreement No. 4107, which was reported as conforming in the Electric Quarterly Reports, effective March 19, 2015.

The Virginia Electric ICSA submitted with this filing is designated as Service Agreement No. 4567.

The Mattawoman ISA facilitates the interconnection to the PJM transmission system of 1,038.1 MW at the gas-fired, combined-cycle Mattawoman Energy Facility to be located on Brandywine Road in Prince George’s County, Md. The Mattawoman ISA indicates that Mattawoman shall have Capacity Interconnection Rights (CIRs) at the Point(s) of Interconnection specified in the Mattawoman ISA in the amount of 952 MW commencing June 1, 2019, which includes 744 MW of CIRs that the Interconnection Customer had at the same Point(s) of Interconnection prior to its interconnection request associated with the Mattawoman ISA and 208 MW of CIRs granted as a result of this Interconnection Request.

The Mattawoman ISA includes differences from the June 2015 ISA that it supersedes. The differences include: reflecting that this interconnection request is associated with a different queue position for the same generating facility; revisions to the milestones in sections 6.1, 6.2, 6.3; and revisions to the Maximum Facility Output and CIRs in sections 1.0 and 2.0 of the Specifications.

The Mattawoman ISA modifies the Maximum Facility Output to specify that there is a 144.1 MW increase in the Maximum Facility Output, for a total of 1,038.1 MW.

Under the revised ISA, on or before April 1, 2019, Mattawoman Energy must demonstrate commercial operation of all generating units.
