Southern California Edison plans two 10 MW battery storage projects

Southern California Edison, as the transmission owner, on Sept. 2 filed with FERC a letter agreement with itself as the project developer for the Center Install EGT Project, an energy storage facility in Norwalk, California, to be operating by Dec. 31, 2016.

On May 31, 2016, the California Public Utilities Commission issued Resolution E-4791, authorizing expedited procurement of storage resources to ensure electric reliability in the Los Angeles Basin due to limited operations of the fire-damaged Aliso Canyon Gas Storage Facility.

The resolution, among other things, required SCE to hold an expedited competitive energy storage procurement solicitation to help alleviate outage risks during the upcoming winter of 2016-2017.

The resolution also requires SCE to take all reasonable steps to expedite the interconnection process to allow utility-owned or a third-party owned storage resources to connect to the grid. Energy storage projects secured through this solicitation are required to be on-line by Dec. 31, 2016. SCE developed this project in response to that resolution.

The purpose of the letter agreement is to provide an interim arrangement whereby SCE as transmission owner will commence the needed engineering, design, procurement and construction work to interconnect this project.

The Center Install EGT Project consists of 10 MW of battery energy storage and 2.77 MW of incremental generation added to the existing 47.13 MW Center Peaker Project located in Norwalk, California. The MW output from the combined resources (existing, incremental, and battery energy storage) will be 59.9 MW. However, output will be limited to 49.9 MW.

Also, SCE on Sept. 2 filed at FERC a second letter agreement with itself for the Grapeland EGT Install Project, located at Rancho Cucamonga, California, and due to be in-service by Dec. 31, 2016.

The Grapeland EGT Install Project consists of 10 MW of battery energy storage and 5.35 MW of incremental generation at the existing 44.55 MW Grapeland Peaker Project located in Rancho Cucamonga. The MW output from the combined resources (existing, incremental, and battery energy storage) will be 59.9 MW. However, output will be limited to 49.9 MW.

These are the latest in a spate of storage projects triggered by the PUC resolution. For example, Southern California Edison on Aug. 31 filed with FERC an engineering, design, procurement and construction letter agreement for the 9.9 MW Santa Paula Energy Storage A Project. This project was short-listed in the Aliso Canyon Energy Storage request for offers and is required to be in-service by Dec. 23, 2016.

Developer Western Grid Development requested that the utility proceed with the interconnection process of this project on July 22. It was determined that in order for the utility to meet Santa Paula Energy Storage A Project’s in-service date, the design, engineering, licensing, permitting, procurement and construction of the needed interconnection facilities and distribution upgrades needed to commence prior to the subsequent execution of an interconnection agreement. The point of interconnection is the Castro 16kV circuit out of Southern California Edison's Wakefield Substation.

The Santa Paula Energy Storage A Project consists of: ABB PCS 100 1400 kW inverters; the associated infrastructure; meters and metering equipment; and appurtenant equipment. This project is to be located in Santa Paula, California.
