ISO New England says Northern Pass can interconnect with transmission grid

Eversource Energy’s Northern Pass on July 21 said that it has secured a key regulatory approval as ISO New England officially determined that the Northern Pass project can reliably interconnect with the regional electric grid.

By approving the project’s I.3.9 application, ISO New England determined that the project, which will carry 1,090 MW of hydroelectric power to New Hampshire and New England, will not have an adverse effect on the reliability or operating characteristics of the regional grid and its participants, Northern Pass said.

All energy projects must secure that approval in order to be connected to the New England grid, Northern Pass said, adding that the project is in the midst of state and federal permitting processes.

As noted in ISO New England’s July 19 letter to Eversource, the project’s in-service date is May 31, 2019.

The reliability committee reviewed the materials presented in support of the proposed project and did not identify a significant adverse effect on the reliability or operating characteristics of Eversource’s transmission facilities, the transmission facilities of another transmission owner, or the system of any other market participant, ISO New England said.

Having given due consideration to the committee review, ISO New England said that it has determined that implementation of the plan will not have an adverse effect upon the reliability or operating characteristics of the transmission owner’s transmission facilities, the transmission facilities of another transmission owner, or the system of a market participant.

ISO New England also noted that a determination under Section I.3.9 of the ISO Tariff is limited to a review of the reliability impacts of a proposed project as submitted by participants and does not constitute an approval of a proposed project under any provisions of the ISO Tariff.
