EcoPower works its Kentucky biomass project through PJM

EcoPower is working with PJM Interconnection on a project with a queue number of Y2-086, covering a 62.5-MW biomass-fired facility connecting to American Electric Power's (AEP) Engle 69-kV substation via a 1.4-mile transmission line, according to GenerationHub.

"The proposed location for the generating facility is at the Coal Fields Industrial Park, 1244 Coal Fields Industrial Drive, Chavies, Perry County, Kentucky," said a system impact study on the project from PJM dated October 2014. "The facility is expected to obtain backfeed no earlier than 8/15/15, in anticipation of achieving Commercial Operation in early 2016."

The objective of this study is to provide a plan of service for interconnection at Engle Station and an engineering estimate of the associated costs. A site visit was performed as part of the feasibility study to confirm physical constructability of the proposed facilities, a step normally taken during a facilities study. This review resulted in changes from the interconnection configuration proposed when this project was previously studied as queue positions V3-055, W2-062 and W4-039.

The Kentucky Public Service Commission in October 2013 approved Kentucky Power’s Renewable Energy Purchase Agreement with ecoPower Generation-Hazard LLC for power out of a 58.5-MW biomass-fired project in Perry County. The ecoPower plant will burn various wood wastes and low-quality timber. Kentucky Power is a unit of AEP.

Evidence in that case showed that this project would interconnect via its own 69-kV power line to the Engle substation. Said the PSC's October 2013 order: "The ecoPower Biomass Facility is to be built on a 125-acre tract of reclaimed coal mine land situated within the Coal Fields Regional Industrial Park."
