New York State Smart Grid Consortium names executive director

The New York State Smart Grid Consortium, a public-private partnership devoted to statewide implementation of the smart grid, chose James T. Gallagher to serve at its new executive director, effective April 25, 2013.

Gallagher, who has served as a member representative to the NYSSGC for two years, will fill the vacancy created by former Executive Director David Manning's appointment as special envoy to Washington D.C. for the Province of Alberta, and will continue to lead the NYSSGC's long-term vision of facilitating and enabling smart grid development for the state of New York.

As part of his new responsibilities, Gallagher will also provide Brookhaven National Laboratory with managerial and technical assistance in the implementation of its Smarter Electric Grid Research, Innovation, Development and Deployment Center.

Gallagher most recently served as senior manager for strategic planning at the New York Independent System Operator (NYISO), leading efforts to establish the strategic direction for the NYISO, which manages New York State's electric grid and markets. In his role at the NYISO, Gallagher also recommended positions on key issues and emerging topics including the smart grid, dynamic pricing, demand response, and governmental policies and regulations.

Before joining the NYISO in 2011, Gallagher served as senior vice president for energy policy at the New York City Economic Development Corp., was director of the Office of Electricity and Environment for the New York Public Service Commission, where he enjoyed a 21-year career, and held senior energy policy positions at Northeast Utilities, the Pennsylvania Governor's Energy Council, and the Tennessee Valley Authority (TVA).
